Raymond Shen, PhD
Chief Solutions Architect, Defense Comms - Keysight
Dr. Raymond Shen has deep expertise spanning spectrum operations, signals intelligence, and advanced test and evaluation, while working at the intersection of national security, critical infrastructure, and emerging technologies.
Dr. Shen works at Keysight as Chief Solutions Architect in Defense Communications, and brings a systems-level perspective to complex operational environments, with experience supporting customers in areas such as electromagnetic spectrum operations and communications resilience. Prior to Keysight, Dr. Shen worked at Applied Signal Technology, where he developed systems for signals intelligence, including signal processing, collection, and analysis in complex RF environments.
Dr. Shen is a frequent speaker at industry events. He holds a BS in Electrical Engineering from California Institute of Technology, and MS and PhD degrees in Electrical Engineering from Stanford University, where his doctoral research focused on neural networks.

Dr. Joel Dunsmore
R&D Fellow - Keysight
Joel Dunsmore is a Keysight R&D Fellow working at Keysight’s Santa Rosa Site. He received his Ph.D. from Leeds University in 2004. He is a principal contributor to PNA family of network analyzers, with recent work in non-linear test, including differential devices, and mixer measurements, as well as modulated and spectrum measurements. He has received 37 patents and authored the “Handbook of Microwave Component Measurements, 2nd Edition (John Wiley, 2020)”, and has the YouTube Channel @DrJoelVNA.
